Senate body urges PM to better equip FC

ISLAMABAD: The Senate Standing Committee on Interior has sent to the office of prime minister two summaries recommending the purchase of modern automatic arms for the Frontier Constabulary deployed in Khyber Pakhtunkhwa and new recruitments in the FC, saying that the relevant summaries have been pending with the Interior Ministry for the last two years.

The committee in its recommendations said that Governor and Chief Minister Khyber Pakhtunkhwa had been unable to brief the Prime Minister during his recent visit on deteriorating law and order situation in the province.

Senate body dispatched its recommendations on the mentioned issues for immediate consideration of the prime minister because of grim security situation in KP.

The committee sought steps for strengthening security forces and ensuring constant patrolling particularly in the areas of Khyber Pukhtunkhwa of Kohistan, Babosar and Wakhan.

The committee said that no weapons were purchased for FC during last two years and that China-made Kalashnikovs were bought in 2010 and no attention was paid to fulfill the needs of FC during 2011, 2012 and 2013.

FC remained hand to mouth in the past and a major chunk of its personnel were performing duties in Islamabad, while the force was established to perform in KP.

The prime minister was requested to approve recommendations for provision of resources to the security forces so that they can ensure constant patrolling along the 107km Wakhan strip to prevent illegal movement across Pak-Afghan border.

The senate body also wrote a letter to Ministry of Kashmir and Gilgit Balistitan affairs to prepare manuscript for making legislation regarding Gilgit Balistitan Scouts.

It recommended that permanent check posts of Gilgit Balistitan Scouts be established in Sangam Pur, Baboo Pur and Shandor areas and asked the prime minister allow Defense Ministry to approve of use aviation wing of army by Gilgit Balistitan Scouts.

The committee unanimously suggested not decreasing 30% of bill regarding Interior Ministry and its supplementary institutions but it suggested for increase of 30% in this regard.

Committee’s Chairman Senator Talha Mahmood said that the government was informed that he was possessing a copy of letter sent by the US envoy regarding issuance of 120 arms licenses to the Americans without following any rules and regulations.

The senator was of the view that Parliament and masses have great expectations from Chaudhry Nisar Ali Khan. He said Interior Minister is deploying fair persons in his ministry and sub institutions. He expressed his hope that more transparency would be observed.

A judicial commission has been set up to investigate arms license scandal which took place during previous government. Similarly services of Gilgit Balistitan scouts are being hired for security of the construction area of Diamir Bhasa Dam.
